An alarming increase in work stoppages among employees in the city of Trois-Rivières

Since 2019 the number of long stoppages of more than six months among municipal employees in Trois-Rivières in Mauritius has increased by 42%.

The increase among executives reached 30%.

But what causes this phenomenon?

“Often, when there are disagreements between advisors, it creates a tense environment, which has consequences for employee morale and well-being,” explains psychologist Paul Langevin.

It is known in this area that the atmosphere at the city administration has not been pleasant for several years.

The mayor, Jean Lamarche, took sick leave from January to July 2023, citing an unhealthy work environment. The period was marred by repeated tensions and accusations of intimidation in the city council.

Annie Boilard, a human resources expert, noted that the increase in layoffs can be attributed to poor working conditions and a lack of support for employees in an increasingly demanding environment.

“The municipal world is very different from a private company. Our civil servants are elected by the population and it is not easy for municipal employees,” she added.

Between 2019 and 2024, the number of permanent employees increased from 822 to 995, an increase of 22%. It responds to the need to replace long-term absenteeism and the growth of the city.

“While staffing growth is an indicator of the city's growth, we recognize that it can also create organizational challenges, particularly in relation to stress management and workload,” said Michael Morissette, the city's administrative spokesman.

Since his return in July 2023, Mayor LaMarche has tried to restore stability to the administration, but the atmosphere on the council remains precarious.

The increase in prolonged shutdowns may indicate the need for stronger measures to reduce tensions and improve employee well-being in the long term.

The mayor and municipal employees' union TVA Novelles did not want to answer questions.
