“There is no credible evidence in the report for the most serious allegations. And there is a discrepancy between the fact that the allegations of misconduct and sexual harassment are confirmed,” Andrew Cuomo again defended Tuesday.

“But that does not mean that eleven women were not harmed. They are. And for that, I sincerely apologize,” he added.

He said his resignation would take effect in 14 days, paying a “wise and competent” tribute to Vice Governor Kathy Hochul, who would soon replace him and become the first woman governor of the New State. York.
