In the weeks leading up to the controversial appointment of former host and columnist Mary Gregor, Bibliothec et Archives lowered the level of education required for the position of CEO of Indigenous du Quebec (BAnQ), our Bureau of Investigation learned.

The board of directors of BAnQ demanded that the next leader have a graduate university degree (Masters), a source close to the file told us who requested the agnostic.
Board members approved the skills profile at an extraordinary meeting on May 5.

“In general, the education limit is defined as a requirement,” our source said.
However, after gaining profile for the position of President and CEO of BAnQ, the Secretariat published a posting for Senior Jobs, which only requires an undergraduate university level (Bachelor’s degree).
The agency involved in government appointments reports administratively to the Executive Council, the Ministry of Prime Minister Franois Legalt.
According to biographical notes published by the government at the time of her appointment, on July 7, Mary Gregoire received her bachelor’s degree in communications from the University of Ottawa.
The future CEO was reluctant to give us an interview on the subject.
The choice was denied

A second source who spoke to us said that although she does not have such authority, the Secretariat of Senior Jobs is responsible for reducing the level of employment required.

In 2017, at the time of the previous call for applications for the CEO position, a master’s degree was required.
The Executive Council spokesman simply called for candidates in collaboration with BAnQ and the Ministry of Culture.
“Admission conditions and selection criteria reflect similar job placements,” Antoine Tousignant said.
On the BAnQ side, a spokesman sent these questions to the office of Culture Minister Nathalie Roy, who declined to comment.

At least two BAnQ directors disagreed when the names of the two finalists selected by the selection committee members were submitted to the board, including Mr.To me Gregory.
The two dissident organizers wanted to send only one name to Culture Minister Nathalie Roy for recommendation.
Richard Dumont, who resigned from the board, was revealed by the Le Journal last week, one of the dissidents.
According to one of our two sources, the directors were advised before the selection process.To me Roy leaned towards a candidate.
