The measures announced by Ottawa last week do not appear to have changed the situation at the passport office in Quebec, which is still hovering with hundreds of people, with dozens spending the night there from Sunday to Monday.

Melanie Bourssa, a single mother of two, was there shortly before 8:30 a.m. Monday, with her few months old daughter in her arms.
She tested her luck for the fourth time, when her flight to Nevada was scheduled … the same morning at 10:17 am “It doesn’t make sense,” she muttered, her throat trembling.
A musician, she has to go to a concert and her daughter needs a passport, she does not want to leave her because she is breastfeeding.
When the office opened, security guards allowed people like Melanie, who had left earlier that day, and those with an appointment by 8:30 p.m.

Lie outside for a passport
The rest of them had to wait in line. Among them, at least thirty spent the night outside, according to many, including Matthew Jacob, who plans to move to Mexico with his two children on July 9th.
Shelter, sleeping bag and cooler, he was “one of the best prepared,” said one of his colleagues on the line who spent the night there after arriving at 1pm on Sunday.
The latter, unwilling to give up his identity, decided to wander around for hours unable to follow passport applications sent for his boys “months ago”.
For two days, he used an application that allowed him to make repeated calls to the Passport Canada telephone line, which was unsuccessful despite more than 5,000 attempts, he said.

No change
In Quebec, many people met Newspaper Those who made the crane last week did not notice any change in queue management.
They had never seen coupons circulated a few days ago in Montreal to bring some order to the chaotic management waiting to get this valuable travel document.
It was not possible on Monday to find out why the new measures put in place in Montreal have not been extended to other passport offices such as Quebec.
At the time of this writing Service Canada has not answered our questions.
