Ian Stewart explained that the Minister of State for Defense had informed him in the third week of March that there might be a problem with Major General Danny Fortin‌.

However, Mr Stewart did not realize until May 13 that the “problem” was actually allegations of sexual misconduct.

Major General Fortin resigned as vice president of logistics at the Public Health Agency in Canada the next day for the vaccine campaign.

Mr Fortin’s lawyer said his client was not aware of the allegations until Sunday, when a journalist approached him to discuss the matter. Mr Fortin condemned the act as reprehensible.

Mr Stewart said Mr Fortin had begun thinking about a replacement plan in March, but had not discussed it with Health Minister Patty Hajdu until May 13.
