Minister Christian Dubey wants to modernize the “old-fashioned” health law to retain some of the powers granted by health emergencies, which will enable the network to operate more efficiently.

“We can’t go back,” the health minister explained in an exclusive interview with our parliamentary office.
“We deleted the faxes. There, we need to delete the excel sheets,” he concluded.
By this summer, it plans to hold special consultations with experts with the intention of tabling the official bill in the fall.
The goal at the heart of this operation is to permanently disassemble information between health organizations that have made the epidemic possible and to make the right decisions in the right place, quickly.

In real time
As a result of the work done in “Silo”, Quebecars have an overview on a daily basis when the Ministry of Health publishes its dashboard on daily statistics on vaccination, number of cases, hospital admissions, etc.
Behind the scenes, the Minister, as well as the CEOs of CISSS and CIUSSS, have very detailed access to this data visualization tool that is updated in real time.
Various indicators will soon be added on the waiting lists for load shedding and surgery. Mr Dubey will also provide an update on the matter this week.
The source of frustration
In the weeks leading up to the implementation of this information clock, under the authority of the Ministry of Health, Christian Dubey, there was a major change in governance.
“Data coordination has never happened,” the minister said. Mr Dubey recalled that this was the Prime Minister’s “great disappointment” in the first wave.
If this database could be established, it would be primarily thanks to the temporary removal of barriers to sharing information between organizations responsible for health emergencies, which should be lifted in the summer.
Minister Dubey, who has benefited from the transition period, is interested in removing the “legislative barriers” caused by the law on health in normal times.
In his view, the success of the vaccination campaign in Quebec depends on this new management culture in which he speaks with emotion.
“You know how people were proud of Hydro-Quebec at one time, because it belonged to them. Well, I think we’ve created such a sense of pride in our health system. Vaccination, she made it possible.”

A year to get there
The stability of this management tool, which was developed during the epidemic, was made a major challenge by the Minister of Health towards the end of his mandate.
“I have one year left. […] Health management, in my opinion, will never happen again, ”said Mr. Dubey.
At a time when citizens’ confidence in their data management has become a growing concern, he hopes to face some resistance.
However, he hopes to convince the most resistant that there is a way to protect privacy by adequately classifying the data.
